If you're a US person then NSA is not listening to your phone calls and it's not targeting your e-mails unless it's getting an individualized court order. That’s the existing rule.

Obama: There is no spying on Americans. We don't have a domestic spy program. What we do have are some mechanisms where we can track a phone number or e-mail address that we know is connected to some sort of terrorist threat. And that information is useful.

So i would like to discuss four specific steps, not all inclusive, but specific steps we will be taking

Pres. Obama: shortly to move the debate forward. First, I will work with Congress to pursue appropriate reforms to section 215 of the Patriot Act, the program that collects telephone records. As i said, this program is an important tool in our effort to disrupt terrorist plots and it does not allow the government to listen to any phone calls without a warrant. But given the scale of this program, i understand the concerns of those who would worry that it could be subject to abuse.
